The Third Meeting of the States Parties endorsed the President’s Paper on the Establishment of an Implementation Support Unit (ISU) and agreed to provide a mandate to the GICHD to establish the ISU.

In addition, States Parties encouraged States in a position to do so to make voluntary contributions in support of the unit and provided a mandate to the President of the Third Meeting, in consultation with the Co-ordinating Committee, to finalise an agreement with the GICHD on the functioning of the unit.

The Council of Foundation of the GICHD accepted this mandate on 28 September 2001. On 7 November 2001, in accordance with the above noted actions taken by States Parties at the 3MSP, an agreement on the functioning of the unit was finalised between the President of the 3MSP and the Director of the GICHD.
The duties mandated to the ISU are outlined in the President’s Paper endorsed at the Third Meeting of the States Parties. These duties include the following:
- Providing support and advice to the Coordinating Committee and following up on Coordinating Committee decisions;
- Provide support and advice across all facets of the (current and incoming) Presidents’ duties;
- Providing support and advice to the Co-Chairs and Co-Rapporteurs of the Standing Committees, undertaking preparations for meetings of the Standing Committees and executing any necessary follow-up;
- Serving in an important communications and liaison role with respect to the implementation of the Convention, in part by serving as a “one-stop location” for information on the Convention;
- Providing support and advice to the Sponsorship Programme’s donors group; and,
- Collecting, collating, storing and retrieving documentation on the Convention and its implementation.
While the ISU Director is the day-to-day contact for States Parties and others regarding the work of the Unit, the Director of the GICHD is ultimately accountable to the States Parties for the work of the ISU and is required to submit an annual report on its functioning.
