The Implementation Support Unit (ISU) provides secretariat services and professional support to the AP Mine Ban Convention and its States Parties. The GICHD was mandated by the States Parties in 2001 to establish the ISU. This mandate sees the ISU provide support to the Convention's President, Standing Committee Co-Chairs and individual States Parties in pursuing their aims and in ensuring the effective operation of the Convention.
The Third Meeting of the States Parties endorsed the President’s Paper on the Establishment of an Implementation Support Unit (ISU) and agreed to provide a mandate to the GICHD to establish the ISU.

In addition, States Parties encouraged States in a position to do so to make voluntary contributions in support of the unit and provided a mandate to the President of the Third Meeting, in consultation with the Co-ordinating Committee, to finalise an agreement with the GICHD on the implementation support for the Convention.
The Council of Foundation of the GICHD accepted this mandate on 28 September 2001. On 7 November 2001, in accordance with the above noted actions taken by States Parties at the 3MSP, an agreement on the implementation support for the Convention was finalised between the President of the 3MSP and the Director of the GICHD.
The duties mandated to the ISU are outlined in the President’s Paper endorsed at the Third Meeting of the States Parties. These duties include the following:
While the ISU Director is the day-to-day contact for States Parties and others regarding the work of the Unit, the Director of the GICHD is ultimately accountable to the States Parties for the work of the ISU and is required to submit an annual report on its functioning.
