The following procedural documents were adopted by the First Meeting of the States Parties:

A total of 43 States Parties participated in the meeting along with 18 States that had ratified or acceded to the Convention but for which the Convention had not entered into force. In addition, a total of 47 States that had not yet formally accepted the Convention and dozens of international and non-governmental organizations attended the meeting.
