The 11MSP continued its discussions on universalisation with the following delegations providing updates or sharing views: Malaysia, France, South Africa, Japan, Cambodia, Senegal, the ICRC, the UN Mine Action Team and Canada.
The 2011 Chair of the Standing Committee on Resources, Cooperation and Assistance (10MSP President Gazment Turdiu of Albania) one of the two outgoing Co-Chairs of the Standing Committee on Mine Clearance (along with Lithuania), provided an overview of cooperation and assistance in the context of the Convention and steps taken by the Chair in 2011. In-coming Co-Chair, Thailand, provided suggestions on concrete actions that could be taken by the Standing Committee in 2012.
The following delegations provided updates or shared views on cooperation and assistance: New Zealand, the United Kingdom, Indonesia, South Africa, Spain, the Netherlands, Brazil, Sweden, Peru, the UN Mine Action Team, Switzerland, Canada, Algeria, Austria, Norway, Germany, Colombia, the ICRC, Japan, Benin, the GICHD, the ICBL, Chad and Australia.
The Coordinator of the Article 7 Contact Group, Belgium provided an update on the status of reporting under the Convention. The following delegations provided updates or shared views on transparency measures: Turkey, the ICBL, the ICRC, Kenya and Cameroon.
The ICRC provided an update on the status of legislative measures taken by States Parties under Article 9 to prevent and suppress prohibited acts. The following delegations provided updates or shared views on transparency measures: the ICBL and the ICRC.
The 11MSP took decisions on requests for extensions on mine clearance deadlines submitted by Algeria, Chile, Congo, the Democratic Republic of the Congo and Eritrea.
The President informed the meeting that no State Party had indicated that it wished to take the floor with respect to any matter arising from Article 7 reports.

The 11MSP designated His Excellency Matjaž Kovačič, Permanent Representative of Slovenia to the United Nations in Geneva, President of the Twelfth Meeting of the States Parties (12MSP) and agreed to hold the 12MSP in Geneva the week of 3-7 December 2012. Following his designation as 12MSP President, H.E. Matjaž Kovačič of Slovenia addressed the meeting.
In addition, the 11MSP adopted cost estimates for the 12MSP.
Also under this item, Algeria took the floor to propose that the Coordinating Committee examine the format and length of Meetings of the States Parties. The 11MSP agreed to this proposal.
Colombia took the floor and showed a video.
The 11MSP adopted its final report and, in doing so, warmly welcomed the Phnom Penh Progress Report.
The 11MSP President delivered his closing speech. The President informed the meeting that, given the widespread embrace of the high level universalisation efforts of His Royal Highness Prince Mired Raad Al Hussein of Jordan, Prince Mired had accepted the President’s proposal to serve as what the States Parties might call “the Anti-Personnel Mine Ban Convention’s Special Envoy on Universalization.”
