1. Official Opening
The 11MSP was officially opened by the Convention’s outgoing President, H.E. Gazmend Turdiu of Albania, who delivered his final address to the States Parties as President.
2. Election of the President
H.E. Prak Sokhonn, Minister Attached to the Prime Minister and Vice President of the Cambodian Mine Action and Victim Assistance Authority (CMAA) was elected President of the 11MSP. H.E. Prak Sokhonn delivered an address to the meeting.
3. Messages to the meeting
A video message from His Majesty the King of Cambodia was played for delegates. In addition, messages were delivered on behalf of the following:
- UN Secretary General (delivered by Jarmo Sarevo, Director of the UN Office for Disarmament Affairs, Geneva Branch)
- International Campaign to Ban Landmines (delivered by Sister Denise Coghlan)
- President of the International Committee of the Red Cross (delivered by ICRC Vice President Olivier Vodoz)
- President of the Geneva International Centre for Humanitarian Demining, Barbara Haering
4. Adoption of the agenda
The States Parties adopted the agenda for the 11MSP

5. Confirmation of the Secretary-General
The States Parties confirmed Prum Sophakmonkol as 11MSP Secretary General. In addition, the meeting took note of the appointment of Peter Kolarov of the United Nations Office for Disarmament Affairs as 11SMP Executive Secretary and Kerry Brinkert, Director of the Implementation Support Unit, as the11MSP President’s Executive Coordinator.
6. Election of the Vice Presidents
The following States Parties were elected to serve as Vice Presidents of the 11MSP: Albania, Australia, Canada, Colombia, Lithuania, the Philippines, Switzerland, Thailand and Uganda.
7. Adoption of the programme of work
The States Parties adopted the programme of work for the 11MSP.

8. General exchange of views
The following States Parties took the floor to deliver general statements: Burundi, Uganda, South Sudan, Mozambique, Albania, Japan, Algeria, Thailand, Chile, and Belgium. In addition, a joint statement was issued by a group of Latin American States Parties.
The following State that has acceded the Convention but for which the Convention has not yet entered into force delivered a general statement: Tuvalu
The following State not party delivered a general statement: Finland
9. Presentation of Article 5 extension requests
The 10MSP President presented his report on the Article 5 analysis process in 2011. The following delegations shared views with respect to this process: Norway and the ICBL.
The following five States Parties presented requests for extensions of their Article 5 mine clearance deadlines: Algeria, Chile, Congo, Democratic Republic of the Congo and Eritrea. The 10MSP President introduce the analyses that had been prepared with respect to the requests submitted by Algeria, Chile, Democratic Republic of the Congo and Eritrea, and, a set of observations concerning the request submitted by Congo.
The following delegations shared views with respect to the request submitted by Algeria: Canada, the ICBL and the ICRC. The following delegations shared views with respect to the request submitted by Chile: Canada and the ICBL. The following delegations shared views with respect to the request submitted by Congo: Canad, the ICBL and the ICRC. The following delegations shared views with respect to the request submitted by the DRC: the ICBL and the ICRC. The following delegations shared views with respect to the request submitted by Eritrea: The ICBL.
The following delegations shared views generally concerning all requests: Australia and Switzerland
