Sudan

Sudan signed the Convention on 4 December 1997, ratified it on 13 October 2003, with  the Convention entering into force for Sudan on 1 April 2004.

Obligations under the Convention

In its initial transparency report submitted on 1 October 2004, Sudan reported stockpiled anti-personnel mines under its ownership or possession or under its jurisdiction or control.

Notwithstanding the obligation to destroy all stockpiled anti-personnel mines, the Convention permits the retention of the minimum number of anti-personnel mines absolutely necessary for the development of and training in mine detection, mine clearance, or mine destruction techniques.

As of 2021, Sudan reported having 321 anti-personnel mines for these permitted purposes. Sudan indicated that the objective was to improve the demining capacity. The Sudan Mine Action Programme said it plans to destroy all live mines and replace them with training mines.

In its initial transparency report submitted on 1 October 2004, Sudan reported stockpiled anti-personnel mines under its ownership or possession or under its jurisdiction or control.

In its transparency report submitted in 19 April 2009, Sudan reported that it had completed the destruction of all stockpiled anti-personnel mines. 

In total, Sudan reported having destroyed 10, 566 mines.

In its initial transparency report, Sudan reported areas under its jurisdiction or control in which anti-personnel mines are known or suspected to be emplaced. 

In accordance with Article 5 of the Convention, Sudan undertook to destroy or ensure the destruction of all anti-personnel mines in these areas as soon as possible but not later than 1 April 2014.

On 28 March 2013, Sudan submitted a request to extend its mine clearance deadline and on 30 July 2013 Sudan submitted a revised request. The decision was granted at the Thirteenth Meeting of the States Parties and a new deadline set for 1 April 2019.

On 29 April 2016, Sudan acted upon the decisions of the Thirteenth Meeting of the States Parties by submitting an updated work plan for the implementation of Article 5 of the Convention.

On 28 March 2018, Sudan submitted a second request to extend its mine clearance deadline and on 17 August Sudan submitted a revised request. The decision was granted at the Seventeenth Meeting of the States Parties and a new deadline set for 1 April 2023.

On 30 April 2020, Sudan acted upon the decisions of the Seventeenth Meeting of the States Parties by submitting an updated work plan for the implementation of Article 5 of the Convention.

On 1 April 2022, Sudan submitted a third request to extend its mine clearance deadline. The request was granted by the Twentieth Meeting of the States Parties in November 2022, and a new deadline set for 1 April 2027.

Extension Request Process

Sudan has indicated having significant numbers – hundreds or thousands – of landmine survivors.

Sudan is also a State Party to the Convention on the Rights of Persons with Disabilities.

Annually and no later than 30 April, each State Party is to update information covering the previous calendar year. The latest Article 7 reports for this State Party can be found further below.

Each State Party is to take all appropriate legal, administrative and other measures, including the imposition of penal sanctions, to prevent and suppress any activity prohibited to a State Party under this Convention undertaken by persons or on territory under its jurisdiction or control.

Sudan has reported having established national implementation measures or that it considers existing legislation to be sufficient.

Presidency

Sudan's Presidency of the Eighteenth Meeting of the States Parties began as the Oslo Review Conference ended in 2019, and concluded at the end of the 18MSP on 20 November 2020. 

Sudan, the third African State Party to preside over the Convention, lead the first year of implementation of the then-recently-adopted Oslo Action Plan.

H.E. Osman Abufatima Adam Mohammed, Deputy Permanent Representative of Sudan to the United Nations in Geneva presided over the work of the States Parties in 2020.
