How can delegations prepare and register for the 18MSP?

Where and when does the 18MSP take place?

The 18MSP takes place in Geneva, Switzerland, at the Palais des Nations, room XVII, from 16 to 20 November 2020.

Official notification of the 18MSP was addressed to all States Parties and States not party by the Convention’s depository (i.e., the UN Secretary General) on 21 January 2020 through a note verbale sent to all Permanent Missions in New York. Official notification was also provided by the depository to relevant organisations.

What is the format of the 18MSP?

Due to the continued travel and other restrictions in response to the ongoing global pandemic, the programme for the 18MSP has been modified to allow for virtual participation.

The programme contains five traditional 3-hour long sessions and five hybrid sessions which have been included to specifically allow mine clearance and victim assistance experts from capitals to offer presentations on their request for extension under Article 5 and to provide updates on progress in implementation of the Oslo Action Plan. Each hybrid session will be 2-hour long.

At the moment, room XVII allows the physical presence of only one representative per delegation. All other representatives will be offered the possibility to follow the meeting online.

Who can participate in the 18MSP?

  • States Parties;
  • States not party;
  • Organisations such as the United Nations Secretary-General, UNHCR, UNDP, UNICEF, WHO, WFP, the International Committee of the Red Cross and the International Federation of the Red Cross and Red Crescent Societies, the Sovereign Order of Malta, the International Campaign to Ban Landmines, and the Geneva International Centre for Humanitarian Demining;
  • Other non-profit international organisations or institutions, regional organisations and non-governmental organisations, the purpose and activities of which are consistent with the object and purpose of the Convention, and;
  • Member organisations of the ICBL.

How can I participate in the 18MSP?

All participants to the 18MSP must be registered.

Registration involves the following steps:

  1. Each delegation must officially notify the Executive Secretary of the 18MSP of the composition of its delegation by email aplc(at)un.org or (fax:+41 22 917 00 34) by 9 November 2020; and,
  2. Each delegate attending the 18MSP in person must register in the online Indico system, even if they already have a have a valid grounds pass to enter the Palais des Nations.

Please note that you will need to attach the note verbale or letter including your name on the list of your delegation as a mandatory document for registering online. Participants will receive an e-mail confirming their registration. Once a registration is approved in Indico, the participant is notified automatically and, if relevant, can pick up her/his badge from the Pass and Identification Unit, which is open Monday to Friday from 8:00 a.m. to 5:00 p.m., at the Pregny Gate of the Palais.

Informal Preparatory Meeting 

An informal preparatory meeting was held in Geneva by the President on Friday 18 September from 10:00 to 13:00 at the Palais des Nations, Council Chamber.
