Lao PDR

Many States not party acknowledge and support, to various degrees, the humanitarian goals of the Convention. This page presents the latest information available or expressed by the State not party, vis-à-vis the Convention. The information is largely drawn from the Convention's formal and informal meetings, President's Observations, UN Office for Disarmament records, and/or Landmine Monitor if noted.

Latest views and updates

The State not party has participated as Observer in the following formal meetings of the Convention,

  • 3MSP, 5MSP, 8MSP, 9MSP, 2RC, 10MSP, 11MSP, 12MSP, 16MSP, 4RC, 18MSP, 19MSP, 20MSP, 5RC (2024)

Since 1997, the UN General Assembly has adopted a “Resolution on the Implementation of the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-personnel Mines and on Their Destruction”.

The State not party most recently has voted as follows,

  • In favour - 2018, 2019, 2020, 2021, 2022, 2023, 2024

The State not party has indicated,

  • “Although Lao PDR has not yet become a State Party to the Mine Ban Convention, the country has experienced the devastating impact of cluster munitions firsthand as the most affected nation. Despite not being a party to the Convention, Lao PDR has consistently supported its humanitarian spirit and engaged in international and regional efforts to promote it. The country has also demonstrated its commitment to the Convention by attending the 4th Review Conference held in Oslo in 2019 at the highest level”, it further elaborated that Lao PDR expects to submit a voluntary transparency report in the future. In 2024, HRH Princess Astrid of Belgium, met with officials from Lao PDR to promote accession to the Convention. 

In late 2019, the Convention's Special Envoy HRH Prince Mired Raad Zeid Al Hussein met with the Prime Minister and Ministers of Foreign Affairs, Defence, and Social Affairs of Lao PDR. HRH also met with civil society leaders, long-time support donors, and visited a clearance field in Luang Prabang. This was the second high level visit to Lao PDR by Convention officials. In 2010, the Special Envoy had met with the Deputy Prime Minister and Minister of Defence of the Lao PDR (photo, right).
