Since 1997, the UN General Assembly has adopted a “Resolution on the Implementation of the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-personnel Mines and on Their Destruction”.

The State not party has indicated,
“We take this important meeting to convey to you the announcement by His Excellency the Chair of the Presidential Council of the Government of National Accord of Libya's desire to accede to the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction. In this regard, a working group has been formed to evaluate and study the necessary steps, given the extreme importance of this convention to Libya. Mines have caused us excessive damage and immense pain. Unfortunately, we still suffer from mines and remnants of World War II and other wars, and Libyans have lost their lives and limbs as a result. Despite the scarcity of statistics, international reports indicate that more than 3,232 people have been affected by mines in Libya. Since 2011, the situation has worsened due to the use of anti-personnel landmines. There are also international reports indicating the presence of new types of mines recorded after the war on the capital that had not been recorded in Libya before.” (Non-official translation, 18MSP 2020)
