Lebanon

Lebanon acceded to the Convention on 1 May 2026. The Convention shall enter into force for Lebanon on 1 November 2026 in accordance with its article 17 (2) which reads as follows: “For any State which deposits its instrument of ratification, acceptance, approval or accession after the date of the deposit of the 40th instrument of ratification, acceptance, approval or accession, this Convention shall enter into force on the first day of the sixth month after the date on which that State has deposited its instrument of ratification, acceptance, approval or accession.”

Obligations under the Convention

Notwithstanding the obligation to destroy all stockpiled anti-personnel mines, the Convention permits the retention of the minimum number of anti-personnel mines absolutely necessary for the development of and training in mine detection, mine clearance, or mine destruction techniques. 

Lebanon is to inform on this exception on its first transparency report which is set to be presented according to Article 7, “as soon as practicable, and in any event not later than 180 days after the entry into force of this Convention for that State Party”, or 30 April 2027.

Lebanon is to inform on any areas under its jurisdiction or control in which anti-personnel mines were known or suspected to be emplaced, on its first transparency report which is set to be presented according to Article 7: “as soon as practicable, and in any event not later than 180 days after the entry into force of this Convention for that State Party”, or 30 April 2027.

In that case and in accordance with Article 5 of the Convention, the State Party would undertake to destroy or ensure the destruction of all anti-personnel mines in these areas as soon as possible but not later than 1 May 2036.

Lebanon is to inform on any mine victims in areas under its jurisdiction or control, on its first transparency report which is set to be presented according to Article 7: “as soon as practicable, and in any event not later than 180 days after the entry into force of this Convention for that State Party”, or 30 April 2027.

Annually and no later than 30 April, each State Party is to update information covering the previous calendar year. The firt and latest Article 7 reports for this State Party can be found on this page once submitted.

Each State Party is to take all appropriate legal, administrative and other measures, including the imposition of penal sanctions, to prevent and suppress any activity prohibited to a State Party under this Convention undertaken by persons or on territory under its jurisdiction or control.

In 2019, the Convention's Special Envoy Astrid, Princess of Belgium, met with the then-President of Lebanon and Minister of Defence and other high-level officials to encourage its leadership to join the Convention. The visit carried out with the support of Norway and Belgium and sponsored by the European Union, also saw meetings with civil society representatives and the Lebanese Mine Action Centre (LMAC).
